About Me

I'm a legal researcher at the Oxford Martin AI Governance Initiative (AIGI). My work focuses on legal alignment, risk management, open source AI, and how to build governance institutions for the AI era.

My current papers under review are "Administrative Law's Fourth Settlement: AI and the Capability-Accountability Trap" and "Legal Alignment for Safe and Ethical AI." My legal scholarship has been published in the Stanford Technology Law Review and the Yale Journal of Law and Technology. I've also presented my work in technical venues including NeurIPS. I have experience with strategic litigation and policy advocacy in the United States and in the European Union.

Prior to taking up my position at AIGI, I graduated with honors from Harvard Law School where I focused on law and technology, constitutional law and public international law. Before law school, I taught debating in China for two years during the height of the COVID-19 pandemic. I speak French and Mandarin Chinese.
